Murmurs as Kisumu chiefs ordered to surrender GK motorcycles for ‘safe keeping’ – PHOTOS

There was controversy in Kisumu on Monday after Deputy County Commissioner Tom Machenere ordered chiefs to surrender their work motorcycles for ‘safe custody.’

Mr Machenere, who administers Kisumu Central Sub-County, had told the local chiefs to handover their bikes by 4pm on Monday, something which did not go down well with the administrators.

“We still do not understand the reason because the bikes are usually very vital especially on security surveillance,” one chief who sought anonymity for fear of reprisal told Nation.

A spot check at the Kisumu Central sub-county offices revealed at least three motorbikes that had been surrendered by the administrators.

LOGGER HEADS

Other sources confided to the Nation that Mr Machenere had “been at logger heads with the local administrators demanding that they rally the locals to vote for the Jubilee Government.”

“As public servants, the Chiefs and all civil servants are supposed to remain apolitical and coercing them to back Jubilee is not in good faith,” said the source.

When contacted, Mr Machenere said there were fears the bikes could be “destroyed” by members of the public should chaos arise.

“Following what happened in 2007 when some State property were destroyed, we thought it was wise to take back the bikes and return them to the Chiefs later,” said the DCC.

“We have however, asked them to take them back after consultation with the County Commissioner,” Mr Machenere said.

UHURU INTIMIDATING CHIEFS

The directive itself was controversial because it follows comments made by President Uhuru Kenyatta in Kitui that chiefs siding with opposition National Super Alliance would be dealt with after elections, something interpreted to mean intimidating chiefs to tore the line.

While Kisumu and neighbouring counties have been fingered by the National Cohesion and Integration Commission as potential violent hotspots, security officials have consistently assured the public of enough security.

Last week, County Commissioner Maalim Mohammed banned election-related protests but said the police will be alert to secure the voting.

On Monday, Mr Maalim told Nation he was not aware of the directive to confiscate the bikes from the Chiefs.

“As far as am concerned the bikes should assist in security surveillance especially during the elections tomorrow (Tuesday),” Mr Mohammed said.

Mr Machenere later said the County Commissioner directed the Chiefs to take back their bikes.

Uhuru, Raila most searched personalities on Election Day

President Uhuru Kenyatta and opposition leader Raila Odinga were the most searched personalities by Kenyans on the internet on Election Day.

This according to reputable internet search engine Google.

As per these findings, Mr Odinga was searched by 60 per cent of all the users who accessed the website, with Mr Kenyatta accounting for the rest.

Besides the two presidential front runners, curious Kenyans also researched on interesting aspects such as

How will voters be identified in Kenya.

How is the election going.

How to celebrate after winning the election.

The findings considered Kenyans inquiries between 8am and 4pm on August 8.

Either Kenyatta or Odinga is expected to win the presidential election, which analysts have predicted will be closely contested.

This is what happens if 5pm found you on the queue

By 5pm some polling stations were yet to close for various reasons including opening late and the presence of voters in the queues who were yet to vote.

According to the Independent Electoral and Boundaries Commission (IEBC), anyone who was on the queue by 5pm will be allowed to vote.

The IEBC added that voters in polling stations that opened late will be allowed continue voting for the same amount of time lost.

Boinnet to sue Mudavadi over vote rigging claims

The Inspector General of Police Joseph Boinnet has dismissed vote rigging claims by the opposition and threatened to sue Nasa co-principal Musalia Mudavadi.

In a statement signed by police spokesman George Kinoti, Mudavadi will be required to retract the statement he issued and apologize.

Mudavadi on Monday accused the government of planning to rig the elections by reverting to manual voting.

“We have information that the Jubilee administration plans to switch off Electronic Voter Identification Devices (EVID) in all their strongholds at 12 noon tomorrow. This will then give way to pure manual voting and stuffing of the ballot in the excuse that systems have failed. This information was relayed by none other than the Inspector General of Police to a relative,” said Mudavadi during a press conference in Nairobi.

DEFAMATORY

In his statement, Kinoti dismissed the claims terming them as defamatory to Joseph Boinnet.

“The allegations are not only wholly untrue but made in bad faith with the aim of defaming him. It is unfortunate that Hon Mudavadi chose to make such dishonorable allegations clearly aimed at besmirching his reputation and character,” stated Kinoti.

He added that the statement was aimed at disparaging the National Police Service.

“We therefore demand that Hon Mudavadi unconditionally retracts his false and defamatory statements and issues a public apology and declaration that the allegations referred to are false and defamatory. This apology should be published in each of the media outlets which covered them. This is necessary to undo the damage those malicious statements have caused, failure to which the IG will have the right to seek legal regress,” stated Kinoti.

The Independent Electoral and Boundaries Commission (IEBC) has received a rare applause from Kenyans online for its efficiency.

Kenyans lauded the commission for distributing voters in queues making it faster.

Propesa comedian arrested, released for returning extra ballot paper

A member of the popular comedy group Propesa was on Tuesday morning arrested for allegedly having more than one ballot paper for the Senate seat.

A video showing the actor being escorted by police officers has become a source of speculations, but the crew has come out to clarify the circumstances under which Dennis Ruto was arrested.

Ruto was picked up at Nyayo National Stadium voting center which falls under Langata Constituency and was whisked away to the police post.

 

The comedy group later, in their typical comical style, released a video to clear the air.

According to Mr Ruto, the polling clerk gave him two ballot papers for the Senate seat and while he was returning the extra one he was picked and taken to the police post and later released.

The electoral laws among other things bars voters from voting more than once with offenders liable to a fine of Sh500,000 or a 12-month or both.

IEBC begins the tallying of presidential votes

The Independent Electoral and Boundaries Commission (IEBC) has started tallying the presidential votes.

 

By 7:30pm, the results of 293 out of 40,883 polling stations were already displayed on the portal by the time of publishing.

Out of the votes counted by that time; 34667 were valid, one disputed and 1096 rejected.

By the same time of publishing, President Uhuru Kenyatta was leading in the 293 stations with 21,925 votes, Raila Odinga with 12,238 votes followed by Japheth Kavinga (327 votes), Mohamed Dida (53 votes), Joseph Nyaga (51 votes), Ekuru Aukot (40 votes), Cyrus Jirongo (18 votes) and Michael Wainaina (15 votes).

The results portal will keep updating the figures as they come in from the remaining 40,590 polling stations come in.

Polling stations that opened on time closed at 5pm while those that experienced delays had their time extended by the respective hours they delayed.

IEBC had also stated that the voters who will still be on the queues by closing time will be allowed to vote.

Mystery of lone voter who never showed up

Lowangila Primary School polling station in Tigania East, Meru County had only one registered voter who never showed up.

The station is located right next to another polling station with a similar name but is in Isiolo County.

The Isiolo polling station gazzetted as Lowangila Pry School had 518 registered voters.

Lowangila village has in the past experienced violence as a result of conflict between the Turkana and Samburu communities.

The area has been marred by insecurity incidences with most being early morning raids on pastoralists.

Lowangila Primary School is not the only polling station with one registered voter.

There are five other stations namely; Barguque Dam in Eldas, Masaani Primary School in Kilome, Lochor-Apua Water Point in Turkana West, Eroret Primary School in Kajiado County and the Women’s Wing of Busia Prison.

Kenyans online have since speculated that being a lone voter may discourage one from voting as their choice would be exposed.

Retired President Kibaki finally votes after hitch

Retired President Mwai Kibaki was among the last voters to cast their ballot in Munaini polling station in Othaya, Nyeri.

The former head of state was accompanied by the county commissioner Ngumo Kaluku, Land PS Nicholas Muraguri and County AP commander Njue Njagi when he voted at around 5pm.

Mr Kibaki was expected to cast the ballot at Munaini Primary school in Othaya between 10:30 am and 11.30 am. However, by 2:50pm,  there were no signs he would show up to vote. His name was not in the voters register pasted outside the polling station.

Two of his security men made four trips in and out of the polling station assuring journalists the former President was on his way.

POLLING CENTRE

They at one point came back with an Identification and two voters cards believed to belong to Mr Kibaki.

The returning officer at the station declined to speak to the media and even barred the media from taking pictures at the polling station.

Munaini Primary School has been Kibaki’s polling centre for more than three decades.

However, Nyeri South Deputy County commissioner Stanley Kamande declined to comment on the confusion of the former Presidents name missing in the voter’s list.

SECURITY DETAIL

“We are still expecting him to come vote,  it is still early. We are working on the issue,” he said. The constituency returning officer Anncieta Musau said she was not aware the former President was missing in the voter list.

“The only way to confirm someone is on the list is by the voter coming to the polling station to vote. I am not aware of that situation,” she said.

The media was also barred from entering the voting room by the security details but were later let in while he was at the voting booth. The former president left the polling station at 5:45 pm.

Mr Kibaki seemed to be in good health as he walked together with his security personnel.

Growing number of rejected votes set tongues wagging

Rejected votes captured in presidential votes tallying for 5455 polling stations was 44357, making them the “third candidate” in the race.

The number kept increasing as votes from the different polling stations streamed in online.

Speculations online by users over if voter education was to blame or the mere lack of seriousness by some voters was thrive.

Users questioned why any voter would queue for hours and mark the ballot paper in the wrong way.

Other users accused IEBC officials present in the polling stations for not helping voters do the right thing.

With more than half of the polling stations tallied, President Uhuru Kenyatta is ahead of his main challenger Raila Odinga by more than one million votes.

How child refused to ‘cooperate’ on the queue – VIDEO

A video of a child who wailed uncontrollably as a woman tried to strap it on her back has gone viral.

In the video, the woman attempts to carry the child right outside the door of her polling station but the child wails and kicks her.

On lookers laugh at her forcing her to step aside.

Women and men were on Tuesday using children to jump the voting queues as the electoral officials were giving priority to those with children.

Photos of men carrying children also went viral as users wondered why men only became caregivers on the Election Day.

Some cases of parents coming with children to the polling station were genuine while others were so as to avoid queuing.

Elections officials started marking babies with indelible ink to prevent opportunists from using them to dodge queuing.

Questions as result streaming gets slow

Kenyans online have started questioning the slow transmission of presidential results by the Independent Electoral and Boundaries Commission (IEBC).

The public portal on which the results were being displayed started slowing down from about 9pm.

Initially polling stations were increasing by the hour but from 9pm the display slowed down.

By 9:50pm, presidential results showed Uhuru Kenyatta leading by 1,665,740 while Raila Odinga came second with 1,319,200 votes.

Sonko-Kidero in dead heat as Waititu takes early lead in Kiambu

Nairobi gubernatorial results by midnight displayed a close contest between the incumbent Evans Kidero and Mike Sonko.

Sonko was slightly ahead of Kidero at 18,546 votes as the incumbent managed 16,577 votes in 77 out of 3,378 polling stations.

Esther Passaris had by midnight taken an early lead with 14,882 votes as Rachel Shebesh garnered 10,534 votes in 57 polling stations tallying by that time.

KIAMBU COUNTY

In Kiambu County, Ferdinand Waititu took an early lead at 69,010 votes while William Kabogo garnered 17863 votes in the 200 polling stations tallying by midnight.

Aspiring woman representative Gathoni wa Muchomba was by midnight leading with 12,3794 votes with the second candidate Jane Chege coming in with 2,914 votes and Lydia Ndungu at 1,835 votes.

Charity Ngilu’s early upset in Kitui as Joho comfortable in Mombasa

Kitui gubernatorial candidate Charity Ngilu had by midnight taken a surprise early lead as results from 294 out of 1,454 polling stations came in.

The Narc party leader had 24,771 votes while Independent candidate David Musila who quit Wiper party garnered 16,187 votes and incumbent Julius Malombe 10,459 votes.

In Kirinyaga, 42 out of 659 polling stations that had relayed results had Anne Waiguru leading with 8,392 votes while Martha Wangari had 5,924 votes.

Mombasa gubernatorial candidate Hassan Joho had 8,327 votes by midnight as Suleiman Shahbal garnered 3,292 votes in the 41 out of 934 polling stations that had counted.

Gov Ruto bruised in Bomet, Mutua puts up a fight in Machakos

Bomet gubernatorial candidate Joyce Laboso took an early lead garnering 74,595 votes as the incumbent Isaac Rutto had 33,279 votes in 321 out of 728 polling stations.

In Machakos, Alfred Mutua had 23,854 votes against Wavinya Ndeti’s 21,195 votes in 190 out of 1332 polling stations by 12:40am.

Boni Khalwale had by midnight been whitewashed by the incumbent Wycliffe Oparanya who had 24,852 votes in 120 out of 1,497 polling stations against Khalwale’s 10,687 votes.

Pay-TV firm Zuku raises Internet service prices

Zuku

Internet and pay-TV service provider Zuku has announced price increments of up to Sh300 for its fibre packages effective September 8 in a bid to cushion the business from increasing operating costs.

Zuku, which is owned by Wananchi Group, now says that its slowest Internet package (2Mbps) will cost subscribers Sh1,299 per month while the fastest (250Mbps) will go for Sh19,999 per month.

The firm, which also increased its subscription fees a year ago by as much as Sh2,000, says the price increase will impact nine bouquets while four others will remain unchanged.

PACKAGES

Zuku, in a notice sent to its subscribers, said the price adjustment resulted from an “increase in costs and inflationary pressures.”

“We are reviewing our tariffs effective 8th September 2017. This is in a bid to ensure we deliver the best,” Zuku told customers on social media after many protested the adjustment.

“The increase has been necessitated by the investment we’ve put in our network in order to provide superior services to our customers.”

Zuku also announced that two packages – R20 and i20 — will beginning September 8 be upgraded from speeds of 20 Mbps each to 30Mbps and renamed R30 and i30 respectively.

Man charged with attempting to vote twice in Lang’ata

A man who was arrested in Lang’ata for attempting to vote twice in the elections has been charged in court.

While appearing before Chief Magistrate Francis Andayi, court heard that the accused Protus Ligami Simiyu went to the Lang’ata Road Primary School to vote twice .

Prosecution explained that the suspect was at the said polling station in the morning before returning later in the afternoon.

He was arrested after a red alarm was raised by the Biometric Voter Identification kit which indicated that he had showed up a second time at 3.14pm.

The BVR kit also indicated that he had already voted at 9.08am when he put his forefinger for identification.

“On August 8, at polling station No8 at the said school in Lang’ata constituency within Nairobi county, the accused unlawfully attempted to vote twice,” prosecution told court.

NOT GUILTY

He was charged with the offense of voting more than once but he pleaded not guilty.

At the time of his arrest, the accused, who is a security guard, had walked to the centre when there was no queue and was all alone.

He told police officers as well as Independent Electoral and Boundaries Commission officials who had him arrested that the BVR kit had wrongly identified him.

He claimed to have been at his work station within the city centre at the time which he is said to have initially voted.

He also said that it was his first time to vote in that station because he was previously a registered voter in Kajiado North.

The court set him free on a bond of Sh100,000.

How ‘multi bet’ backfired on Isaac Ruto

Bomet  Governor Isaac Ruto is headed for an crushing defeat by Sotik MP Joyce Laboso in the gubernatorial race, according to provisional results released by IEBC.

As at 6pm Wednesday, Ms Laboso (Jubilee) was leading with 175,932 representing a 67 per cent. Mr Ruto of Chama Cha Mashinani/Nasa had 85,863 -32.8 per cent.

The Bomet governor had decided to play safe and ‘multi-bet’ on two positions in the August 8, elections: seeking re-election and also joining the Nasa coalition in the hope that it will win the presidency.

He had been promised the deputy premier cabinet secretary in charge of State Department of Devolution and Planning, Finance and National Treasury.

Mr Ruto had said he would still vie for Bomet Governor and then nominate people to take up positions allocated to him in Nasa.

The Independent Electoral and Boundaries Commission (IEBC) has refuted claims that it plans to declare the winner of the presidential vote later Wednesday night.

IEBC attributed the rumour an SMS making rounds among Kenyans.

As at 5:45pm, President Uhuru Kenyatta (Jubilee) was leading with 7,963,336 votes representing 54.34 per cent, ahead of Raila Odinga (NASA) who had garnered 6569800 votes -44.79 per cent.

Mr Odinga has since disputed the results saying the IEBC database had been hacked.
